Ukraine's Cybersecurity Chief Warns of High Threat Despite Decline in Attacks
Ukraine's cybersecurity landscape continues to evolve as the Russia-Ukraine war progresses. The number of critical cyber incidents has decreased, but the threat remains high, according to Oleksandr Potii, the head of Ukraine's cybersecurity agency since November 2022.
Potii, a former information security professor with over 25 years in the Ukrainian armed forces, took over the State Service of Special Communications and Information Protection (SSSCIP) following a series of leadership changes. He now oversees a dozen areas, including protecting critical infrastructure and coordinating cyberdefense during the Russia-Ukraine war.
In 2024, Ukraine detected 59 critical and high-level cyber incidents, a significant drop from 1,048 in 2022 and 367 in 2023. This decrease can be attributed to stronger Ukrainian defenses and higher costs for Russia to mount such operations. However, Potii warns that Russia's technical capabilities, potential, and motivation for cyberattacks remain high.
Russia's cyber strategy has shifted throughout the Russia-Ukraine war, initially aiming to destabilize Ukrainian society, followed by espionage and large-scale disruptions. Non-critical cyber operations, such as espionage and DDoS attacks, have increased, suggesting Russia may be conserving resources or adapting to Ukrainian defenses. Potii expects Russia to target Ukraine's energy grid and other vital services as winter approaches.
Despite the decrease in critical cyber incidents, Ukraine remains vigilant. Close cooperation with international partners, including the U.S. and Europe, continues for information sharing and countermeasures against cyber threats. Potii, the third leader of SSSCIP since Russia's invasion, ensures Ukraine's cyber defenses remain robust and adaptable to Russia's evolving strategies.
