According to reports, Putin insists on addressing Russia’s core demands, including NATO's non-expansion eastward, and security guarantees that significantly restrict Ukraine’s military options while not limiting Russian forces. The Russian government maintains that Western security guarantees for Ukraine that do not take Russia's "legitimate concerns" into account are a "road to nowhere."

U.S. efforts to broker peace through security guarantees for Ukraine are ongoing but face significant diplomatic obstacles. The U.S. administration, including Secretary of State Marco Rubio and special envoy Keith Kellogg, have been actively engaging with Ukrainian counterparts to discuss concrete, legally binding security guarantees to prevent future Russian aggression. However, Putin and his administration continue to avoid direct bilateral engagement with Zelensky, casting doubt on the near-term prospects for formal peace talks.
