Saarland is set to simplify its procurement system, making it less burdensome for businesses. According to Minister President Anke Rehlinger (SPD), the aim is to eliminate unnecessary bureaucracy. "We're streamlining it, we're fundamentally simplifying procurement law," she declared in a statement.

She further emphasized, "Companies should be able to build, deliver, or provide their services without getting bogged down in endless bureaucracy." Saarland is taking a "bold step towards freedom."

Saarland's reforms will manifest in revised value thresholds for public procurement. Above these thresholds, services like construction must be tendered publicly.

The reason behind these changes?

"Small and medium-sized enterprises are now often deterred from participating in complex public tenders," Rehlinger explained. Inflated costs have made the previous value thresholds inoperative.

Starting July 1, the following changes will be implemented:

  • Contracts worth up to 100,000 euros can be awarded directly, compared to the previous limit of 3,000 euros.
  • The limit for the so-called negotiated procedure without prior publication, which was 25,000 euros, will be raised to 221,000 euros, aligning with the EU threshold.
  • The restricted procedure without competition will also be raised from 100,000 euros to 221,000 euros.

Such reforms, while specific to Saarland, are part of a broader effort to:

  • Simplify Procedures: Reducing complexity in procurement processes encourages SMEs to participate.
  • Increase Transparency: Greater transparency in the system reduces corruption and builds trust.
