Struggling Black-Red Coalition Faces Challenges and Declining Support

The Black-Red coalition, led by Chancellor Friedrich Merz (CDU) and the SPD, is currently facing significant challenges and declining public support. After 100 days in office, Merz's approval ratings stand at a historic low, with only about 29% satisfied and 67% dissatisfied[1][3][5].

One of the key areas of contention is the income tax reform. Despite promises of major reforms, the coalition has struggled to advance the plans amid broader political and public dissatisfaction. Although there is no detailed public breakdown of the exact tax reform proposals, commentary notes that Merz has largely failed to deliver on key campaign promises[5]. This suggests that the income tax reform plan is likely caught in intra-coalition conflicts and broader policy paralysis, contributing to the worsening government popularity.

Additional tensions in the coalition relate to judicial appointments and governance style, with the SPD and CDU sometimes at odds. The coalition’s approach has been described as acting like a “fearful protector of the status quo,” avoiding bold reforms and instead maintaining a dilapidated social welfare system supported by subsidies[5].

The SPD supports sanctioning those who abuse the citizen's income system more harshly and improving conditions for recipients to return to the workforce. However, the CDU's general secretary has expressed concerns about the citizen's income, but a commission will address its future-proofing.

Conflicts have also surfaced over the coalition's stance on the partial arms ban for Israel. Dirk Wiese, SPD Faction Manager, supports the ban, but parts of the Union would like to reverse the decision. Wiese believes that the coalition's conflicts are due to the Union and SPD representing their respective pure teachings.

The failed judicial appointment for Karlsruhe has overshadowed much of the coalition's achievements. The weeks-long dispute over the judicial posts led to the withdrawal of the SPD candidate Frauke Brosius-Gersdorf.

Despite the challenges, Dirk Wiese rates the performance of the Black-Red coalition as a 7 out of 10. He suggests that even heated arguments can occur in coalition partnerships, but a resolution should still be possible.

The SPD is committed to discussing income tax reform for the relief of small and medium incomes with the Union. A planned parliamentary group barbecue between the Union and SPD is scheduled for mid-September, aiming for improved communication.

The federal government is expected to contribute almost 150 billion euros to pensions by 2031. The Black-Red coalition has achieved some successes, including the infrastructure special fund, relief for the economy, and the first part of the pension package.

In summary, the Black-Red coalition is in a fragile state politically, losing voter confidence and struggling internally. Coalition conflicts have surfaced over judicial appointments and policy priorities affecting tax reform and economic measures. Income tax reform plans have not advanced decisively and may be stalled amid competing demands within the coalition and public skepticism toward the government’s reform agenda.

  1. Encouraging free movement of workers within EC countries is a crucial aspect of the Black-Red coalition's policy-and-legislation agenda, aimed at fostering the freedom of movement.
  2. However, the failing income tax reform processes could potentially impact personal-finance matters, making it challenging for workers to benefit from the freedom to provide services across different regions.
  3. The ongoing tensions in the Black-Red coalition, rooted in disagreements on various topics such as judicial appointments and foreign policy, may affect the general news narrative on finance and policy-and-legislation in the country.
