The Kemp Mill Shopping Center, a long-standing complex of retail, commercial, and banking establishments, has been a cornerstone of the community for nearly six decades. The shopping center, owned by Raphael Dellaratta, was first developed by Joseph Delaratta over half a century ago.

Nestled alongside University Boulevard, the housing in this area caters to the middle-class community. However, plans for University Boulevard have stirred up controversy, with some fearing potential destabilisation of the neighbourhood and forced relocation of residents.

Bruce Shulman, a local resident, voiced his concerns, stating that the plans could lead to the destabilisation of the middle-class neighbourhoods. On the other hand, business owners like Raphael Dellaratta, emphasise the importance of community continuity.

County Executive Marc Elrich has weighed in on the matter, stating that the plans for University Boulevard would not result in affordable housing. This statement has added fuel to the debate, with various community groups and stakeholders, including Montgomery County Planning Commission members, local residents, business owners, and county officials, expressing differing opinions.

The positions vary widely: while some residents worry about the potential impact on property values and the stability of their communities, business owners are focused on the proposed improvements to traffic flow, housing options, and pedestrian and transit infrastructure. The main point of contention remains the proposed housing density and its potential impact on property values.

The council's Planning, Housing, and Parks Committee is set to begin reviewing the plan on September 29, marking a crucial step in determining the future of University Boulevard and the surrounding community. As the debate continues, the community awaits a decision that will shape the landscape of their neighbourhood for years to come.
