In a joint initiative, Governor Pamela Baricuatro and Cebu City Mayor Nestor Archival led the ceremonial reopening of V. Padriga Street, a key road within Cebu IT Park, on July 1, 2025. This significant event aims to significantly ease traffic in the Banilad-Talamban area, which has long been plagued by congestion.

V. Padriga Street is expected to provide a crucial alternative for vehicles, improving mobility and reducing travel time for commuters. The road, located across Crossroads in Banilad and going to Gov. Cuenco Ave., is part of a major business and IT district developed by Cebu Property Ventures and Development Corp. (CPVDC).

The reopening of V. Padriga Street took place in the Banilad-Talamban corridor and marks the termination of a deal related to the access roads on Gov. Cuenco Ave. leading to Cebu IT Park. The road's reopening was made possible following the termination of a memorandum of agreement (MOA) on Sept. 23, 2019, which had granted a perpetual road right-of-way (RROW) to CPVDC. This RROW allowed access to Filinvest Cyberzone Cebu (FCC), a joint development project of the Province and Filinvest Land Inc.

The 2015 MOA, signed by Ayala-led CPVDC and the Provincial Government of former governor Gwendolyn Garcia, was reportedly not beneficial to the Province. With its termination, the Provincial Government could decide on the development of these lots.

Padriga St., directly addresses the long-standing problem of heavy traffic in the Banilad-Talamban area.
