A New Era of Road Safety in Dubai: The Launch of the Personal Mobility Monitoring Unit

In a bid to establish Dubai as a global benchmark for road safety, the Roads and Transport Authority (RTA) and Dubai Police have joined forces to launch the Personal Mobility Monitoring Unit. This initiative, introduced in April 2025, aims to address growing safety concerns surrounding electric scooters and bicycles[1][3][4].

The unit's primary role is to monitor violations by e-scooter and bicycle users, manage traffic on dedicated lanes, promote safe riding practices, and enforce traffic laws and safety regulations[1]. The need for such a unit became apparent in 2024, when 254 accidents involving e-scooters and bicycles resulted in 10 deaths and 259 injuries of varying severity[1].

Since its launch, the unit has made a significant impact, seizing numerous scooters involved in violations, particularly in areas such as Al Barsha. This active enforcement demonstrates Dubai's commitment to improving road safety for personal mobility users[1].

The Personal Mobility Monitoring Unit plays a critical role in regulating electric scooter use and enhancing overall road safety in Dubai. This effort aligns with Dubai's broader strategy to foster a culture of compliance and reduce accidents involving micro-mobility vehicles.

In addition to enforcement and monitoring, the unit also focuses on public awareness initiatives. For instance, awareness campaigns have reached over 255,000 people and garnered more than 117 million views through 24 educational videos[2].

The success of the Personal Mobility Monitoring Unit in 2024 is evident from the performance indicators. Road fatalities decreased by 92% and pedestrian deaths dropped from 9.5 to 0.3[3]. These figures underscore the unit's effectiveness in promoting safety on Dubai's roads.

Looking ahead, the RTA's 2030 plan includes enhancements such as the Dubai Metro Blue Line, flexible working hour policies, and Phase 2 of the Intelligent Traffic Systems project[5]. The plan also focuses on road infrastructure, public transport, traffic policy, and smart systems to further improve road safety in Dubai.

The strategic partnership between the RTA and Dubai Police remains a cornerstone of Dubai's efforts to improve road safety and transport security. This partnership, combined with initiatives like the Personal Mobility Monitoring Unit, positions Dubai well on its path towards achieving its "Zero Fatalities" vision.
