Ranking of the Wealthiest Individuals in the Perm City Legislative Assembly
In the bustling city of Perm, Russia, several influential figures have made headlines for their business ventures and political roles. Among them are Vladimir Plotnikov, Mikhail Besfamilnyi, and Roman Ponomarev.
Vladimir Plotnikov, often referred to as the "shadow mayor" of Perm, is not only an honorary citizen of the city and a deputy of its council, but also a co-owner of LLC "Kabel Tekhnologii Innovatsii." In 2022, Plotnikov declared an impressive income of 221 million rubles. His assets include two residential houses, half of an apartment in Spain, two cars - a Rolls-Royce Ghost and a VAZ 21120, and land plots.
Meanwhile, Mikhail Besfamilnyi, the chairman of the committee on investments and management of municipal resources, has a career in the construction industry. He is the general director of LLC "Orso Group," a company that showed a net profit of 425 million rubles in 2024.
Roman Ponomarev, a member of the Committees on Urban Development and Spatial Development and Improvement, is another significant figure in Perm's business landscape. He owns the Perm construction materials hypermarket "Scale" and the construction company "Karmanta." In 2022, Ponomarev declared an income of over 38 million rubles, with his spouse earning three times as much, totaling 132 million rubles. Following this, he received a compensation of 2.3 million rubles from the administration.
However, Ponomarev's tenure has not been without controversy. He attempted to charge owners of adjacent premises for using his staircases and corridors but was taken to court, and the premises were ruled as common areas.
Eduard Garaev, the Director of LLC "Era," a company specializing in fire protection systems, also made headlines. In 2024, LLC "Era" under Garaev's leadership had a revenue of 143 million rubles and a net profit of 43 million. Garaev himself declared an income of 4.3 million rubles in 2022, while his spouse's income was 74 times higher, totaling nearly 320 million.
Currently, serving deputies are not required by law to publish their income declarations, which has led to some transparency issues in the city's politics. Despite this, the financial success of these key figures in Perm's political and business landscape continues to be a topic of interest and debate among citizens.
