Quang Ninh expedites development of $2.2 billion Liquefied Natural Gas power plant project
The Quang Ninh LNG Power Plant project, a 1,500 MW combined-cycle gas turbine power plant, is making significant strides in the northeastern province of Quang Ninh, Vietnam. As of August 2025, the project has cleared and handed over 4.9 hectares of land to the investor, with the total project area covering 41.12 hectares [1][5].
The project includes an LNG import terminal capable of handling 1.2 million tonnes of LNG per year, a 500 kV distribution yard, and essential infrastructure. The first portion of cleared land was handed over before August 11, 2025, enabling the investor to commence project work while site clearance continues for the rest of the area [1].
The provincial authorities have committed to expediting the clearance and handover of the remaining land, with a target to complete it in the third quarter of 2025. This accelerated process aligns with the provincial government’s directive to speed up progress and resolve clearance difficulties to meet construction timelines [3].
Once operational, the Quang Ninh LNG Power Plant project is expected to add approximately nine billion kWh of electricity per year to the national power grid. It is also anticipated to contribute to energy security, reduce greenhouse gas emissions, and generate about VND57.7 trillion (US$2.2 billion) for the local budget over 25 years [2].
The completion and operation of the province's first liquefied natural gas power project will contribute to the policy of shifting the development model from 'brown' to 'green'. Currently, Quang Ninh has seven operating coal-fired power plants with a total capacity of 5,640 MW [4].
The provincial Department of Agriculture and Environment and the Department of Industry and Trade have been asked to assist the investor in completing the procedural dossiers and tracking the progress to hand over the water surface to the investor next month [6].
In summary, the Quang Ninh LNG Power Plant project, located in Quang Ninh province, is progressing well. The project, planned for operation by 2029–30, consists of a 1,500 MW power plant, an LNG terminal, and power infrastructure. As more land is cleared, it will be handed over to the investor accordingly. The project is a significant step towards Vietnam’s LNG power expansion.

The project is also likely to have a positive impact on the local trade and finance industries, as it contributes to Vietnam's energy mix and industry growth. Artificial Intelligence might also play a role in optimizing the plant's efficiency and energy consumption in the future, contributing to a greener and more sustainable energy culture.
