Proposal made by the State Duma to enhance Maternity Capital to a million rubles for a firstborn child
The Russian government has proposed a series of changes to the Maternity Capital program, aiming to provide increased support for families with children.
The focus of the Maternity Capital benefit has been shifted to the first child, with the proposed amount for the first child set at 1 million rubles, regardless of the birth or adoption date. This is an increase from the current amount of 690,266 rubles. If the right to receive Maternity Capital arises before January 31, 2026, the proposed amount remains at 1 million rubles.
For the second and subsequent children, the proposed Maternity Capital amounts are over 900,000 rubles. Specifically, the proposed Maternity Capital for the second child is 1.3 million rubles, an increase of 300,000 rubles compared to the first child. For the third child and subsequent children, the proposed Maternity Capital remains the same as for the second child, if the family has not previously received such support.
These changes are part of a broader effort to strengthen and adjust the Maternity Capital program. The State Duma Committee on Labor, Social Policy and Veterans Affairs has proposed a bill to increase the Maternity Capital, with the aim of amending the law "On Additional Measures of State Support for Families with Children".
The program is also undergoing administrative improvements to make the delivery of benefits more efficient. The application review time has been halved from 10 to 5 business days, and proactive issuing of certificates without application within seven working days after birth registration has been implemented, strengthening accessibility and efficiency for families.
The Maternity Capital program currently provides around 690,000 rubles for the first child, and a larger sum starting at over 900,000 rubles for the second and subsequent children. The program has been extended to the year 2030, reflecting a tailored approach to incentivizing larger families alongside administrative improvements in the delivery of benefits.
