The government doesn't see the need for additional laws regarding the ban on parking and operating short-term rental services on sidewalks, bike paths, and pedestrian areas, according to reports. Parking in areas not designated by municipalities can lead to fines.

Kommersant reports that politicians have requested the government to establish designated parking spots for electric scooters, allowing municipalities to decide on their placement. Additionally, they propose that there should be a legal obligation for short-term rental services (SIs) to park their vehicles correctly.

It appears that improper parking is the most frequent violation, as per data provided by kick-sharing services. From the start of the season, MTS Yurent, Whoosh, and Yandex Go have handed out over 26,000 fines, with 70% of them due to improper parking, according to RBC which cites operators of scooter rental services.
