Washington County, Pennsylvania, boasts a higher population density, wealthier households, and lower poverty rates compared to its neighbour, Greene County. Both counties have significantly contributed to the state's status as the second-largest natural gas producer in the US, behind Texas.

Pennsylvania's Impact Fee has been a substantial source of revenue for local governments in Washington and Greene Counties. In Greene County, 2015 saw approximately $6 million in Impact Fee revenues, significantly bolstering an annual budget of around $29 million. This financial boost is crucial, especially for rural areas like Greene County, which face unique challenges managing the impacts of the oil and gas industry.

The first Marcellus shale gas well was drilled in Washington County in 2004, marking the beginning of a significant period of growth and development in the region's oil and gas industry. Both counties have benefited from increased revenues due to drilling activity, with local governments even securing agreements with operators to repair roads affected by construction and hydraulic fracturing.

Washington and Greene Counties' contributions to Pennsylvania's natural gas production have been substantial, with the state now ranking second in the nation. The Impact Fee has provided significant financial support to local governments in these counties, helping them manage the impacts of the industry and invest in their communities. Despite the challenges faced by rural areas like Greene County, the oil and gas industry continues to play a crucial role in the region's economy.
