Revitalizing Public Transportation in Hesse: RMV and NVV Aim for Future Growth

In a marked contrast to the current era of Germany Ticket, public transportation (PT) in Hesse three decades ago was a complex system of fares and schedules. A turning point was the establishment of the transport associations Rhine-Main Transport Association (RMV) and North Hessian Transport Association (NVV) in 1995. They combined a multitude of fare structures and schedules, leading to a significant surge in passenger numbers. Both associations aspire to continue this progression in the future.

Knut Ringat, CEO of the RMV, noted, "The slogan was 'One timetable, one ticket, one fare' when the RMV was founded." This slogan echoed the sentiment of simplified transport that has since been expanded nationally with the Germany Ticket. Thirty years ago, the appeal of using public transportation escalated due to its increased ease of use.

Despite numerous challenges, the RMV registered a record 825 million passengers last year. Ringat attributes this achievement to staff shortages, construction sites, and the shift to remote work. Set against these hurdles, the RMV intends to maintain and augment its passenger count.

The ongoing construction projects creating disruptions and delays in train traffic across the RMV area are expected to lead to future improvements. Ringat termed this period the "decade of construction": "The situation will not change in the next five years; it may even worsen at times. We have to endure these five years. Afterwards, we will be able to offer a much improved service."

Regarding the controversy surrounding staff shortages in signal boxes, Ringat anticipates alleviation this year. Improved training and modernization of signal boxes by Deutsche Bahn are expected to address this issue.

Additional trains will be procured post-expansion, contingent upon increased funding from the federal and state governments. "We need more than before, as we also have to compensate for price increases. We have exhausted our savings potential," stated the RMV CEO.

The improved railway service and simplified fares through the Germany Ticket, according to Ringat, will make public transportation more enjoyable.

Adequate connectivity in rural areas is paramount for the RMV. On-demand traffic, which allows passengers to book rides at their convenience, is the primary strategy. Autonomous vehicles are envisioned for future implementation, with a pilot project already underway in collaboration with Deutsche Bahn in Darmstadt and the Offenbach district.

The NVV, headquartered in Kassel, focuses on enhancing mobility in less urbanized areas. The association has expanded its offerings in bus traffic in recent years through the offensive "Every village - Every hour." This initiative aims to ensure every locale can be reached by bus or train at least once an hour.

The NVV's passenger numbers in regional bus traffic grew by 10.3 percent compared to the previous year, according to their 2024 annual report. Adequate and reliable funding from the federal and state governments is crucial for further expansion. The NVV calls for increased funding, especially to improve punctuality and reliability.

Both transport associations are gearing up for celebrations marking their respective anniversaries. The RMV will host a gathering for guests on May 28th at the Römer in Frankfurt. Passengers will also have opportunities to participate throughout the summer via campaigns, actions, and prize draws. The NVV is planning a passenger campaign titled "You are the Best," which will include a prize draw. A larger celebration is scheduled for September.

While specific plans for the future development of RMV and NVV are not elucidated, the broader initiatives and trends in public transportation in Hesse are worth noting: local transport plans and regulations, electrification and sustainable mobility, autonomous driving, and infrastructure upgrades. These trends are expected to shape the future landscape of public transportation in Hesse, fostering a more sustainable and innovative mobility system.
