New Fire Station in Altwarp Nears Completion, Community Contribution Remains a Concern

The small town of Altwarp is preparing for the imminent completion of its new fire station, a project that has been in the works for several years. The new building, located in close proximity to the current station on Nordstraße, will provide ample space for the fire engine, crew transport vehicle, pump trailer, and boat.

The project, which has been delayed by half a year due to the suspicion of the presence of the wall lizard, is expected to be completed by the end of the year. However, the Mayor of Altwarp, Jan Herzfeld, has expressed concerns about whether the shell of the new fire station will be finished as planned.

The building permit for the project has been in place since last year, and the construction start was planned for the 32nd calendar week. The total cost of the project is approximately 1.656 million euros, with a subsidy of 720,000 euros from the state. Despite this, the community of Altwarp still has to contribute around 936,000 euros.

Mayor Herzfeld has been actively involved in the project for the past three years and has worked to secure additional funding. The community received a special grant of 220,000 euros from the state for two parking spaces. However, the large amount of money the community has to contribute has been a point of concern for the Mayor.

In a typical small community, the direct community or town contribution might range from about 5% to a modest share, with the majority of funding coming via state/federal subsidies, grants, donations, and bond financing. For example, Norfolk, Connecticut’s new $9.38 million fire station project includes $500,000 from town funds, approximately 5% of the total cost, supplemented by $2.5 million in state grants, $3 million in private donations, and $3.26 million financed by bonds. Similarly, Wasatch Fire District plans new stations costing around $6.7 million each, funded through a mix of property tax, impact fees, sales tax, grants, and donations, indicating diverse revenue sources beyond direct community funding.

The current fire station in Altwarp does not meet the requirements for modern fire stations, as criticized by the Hanseatic Fire Protection Fund (HFUK). Once the new fire station is built, the shortcomings that the HFUK has previously criticized about the old fire station will be addressed. The new station will be built in solid construction and will feature a strict separation of the living and social areas from the changing and storage areas, with each firefighter requiring two lockers. Showers are also necessary in the new fire station for firefighters to wash thoroughly after their fire protection deployments.

If earthworks are not started in September, it will be difficult to complete the work by winter. The first plans for the new fire station in Altwarp were made in 2018.

  1. The community of Altwarp, despite receiving subsidies and grants, still needs to contribute a significant portion of the funds for the new fire station, highlighting the high involvement of local communities in industry projects, particularly in financing.
  2. The construction of the new fire station in Altwarp is a blend of various funding methods, including community contributions, state subsidies, grants, donations, and bond financing, similar to the Norfolk Fire Station Project and Wasatch Fire District's plans for new stations.
