Kazakhstan Unveils Modernized Entry Points at Borders with China and Uzbekistan

Kazakhstan is making significant strides in modernizing its border checkpoints with neighbouring countries such as China, Turkmenistan, and Uzbekistan. By the end of 2025, the country aims to modernize five automobile checkpoints, including the Temir Baba checkpoint on the Turkmenistan border, reflecting a focus on improving infrastructure and facilitating smoother cross-border traffic.

The modernization effort includes upgrading physical infrastructure like traffic lanes, replacing outdated facilities with modern ones that meet international standards. The number of traffic lanes at the new checkpoints has increased from two to six, and the project is part of a broader nationwide investment in logistics and transport networks. In 2025 alone, Kazakhstan is modernizing 13,000 km of roads and 6,100 km of railways, upgrading airports, and building container hubs, which collectively enhance trade corridors linking Europe and Asia, including transit routes with China and Central Asian neighbours.

Kazakhstan's government has embraced automation and digitalization extensively as part of its transformation agenda. The country ranks among the global top 10 in online government services, with over 92% of government services available online through platforms like eGov.kz and its mobile app. In the first half of 2025, over 23 million digital public services were delivered to citizens, nearly half accessed via smartphones, demonstrating widespread adoption of digital solutions in public service delivery.

The automation and digitalization of checkpoints aim to improve clearance times and reduce delays by streamlining documentation and permit processing. The new checkpoints are equipped with high-tech scanners, automated inspection systems, and digital cargo measurement tools. A unified "one-stop shop" system has been implemented at the new checkpoints, allowing transport to pass all inspections without delays. Drivers no longer need to leave their vehicles during control procedures at the new checkpoints.

However, challenges remain. For instance, new digital entry procedures recently introduced by Russia caused significant traffic congestion at border crossings with Kazakhstan, highlighting that while digitization aims to improve efficiency, cross-border coordination and driver readiness for new electronic systems can create temporary bottlenecks.

Despite these challenges, the modernization project is expected to improve efficiency and reduce waiting times for travelers and cargo. The State Revenue Committee of the Finance Ministry is overseeing the project to boost transit capacity and streamline trade. The committee's press service announced the launch of the new checkpoints on July 14. On the Chinese border, new checkpoints are located at Kalzhat and Alakol, and on the Uzbek border, at Kaplanbek and Atameken. Five more checkpoints are set for completion by the end of this year.

These initiatives contribute to faster, more efficient cross-border trade, strengthening Kazakhstan's position as a vital Eurasian logistics hub and supporting its broader economic growth goals. The average clearance time at the new checkpoints has been reduced to 30 minutes through full automation, making Kazakhstan's borders more accessible for trade and transit.

  1. The modernization project in Kazakhstan's border checkpoints extends to sectors beyond physical infrastructure, with a focus on digitizing processes in the finance, industry, and transportation sectors.
  2. As part of the modernization effort, Kazakhstan's new checkpoints are equipped with advanced digital tools for cargo measurement, automated inspection systems, and electronic permitting, aiming to streamline financial transactions and transportation processes.
