Karla Hill named as new Chief Programme Officer by our organization
Karla Hill, a seasoned climate policy and leadership professional, has been appointed as the first Chief Programme Officer (CPO) at E3G, an independent global climate think tank, effective July 1, 2025 [1].
With over two decades of professional experience, Hill brings a wealth of climate and legal skills, as well as a deep understanding of institutional evolution and leadership to her new role. She joined E3G in late 2020 as Associate Director, where she has made significant contributions to the organisation's strategic initiatives.
One of Hill's most notable achievements at E3G has been the development, delivery, and launch of the think tank's political economy and strategic intelligence capabilities, which she built into a diverse international team. She also oversaw the delivery of E3G's inaugural flagship State of Climate Politics Forum in 2024, followed by a successful second edition in 2025.
Hill's tenure at E3G has also seen the establishment of a major partnership between E3G and the International Climate Councils Network (ICCN), with E3G hosting the ICCN secretariat starting in 2023. Additionally, she led the delivery of London Climate Action Week (LCAW) for five years, culminating in its largest edition in 2025.
In her new role as CPO, Hill will be responsible for overseeing all programmes, communications, and business development at E3G. She will serve as deputy to the CEO, Nick Mabey, with the aim of strengthening E3G's impact and operational cohesion across its global offices and partnerships. The CPO position is part of E3G's Executive Team.
Hill was chosen for her motivation, strong internal and external leadership skills, and focus on learning and development. Her appointment is seen as an example of E3G's commitment to staff development. Prior to joining E3G, she practiced law in New Zealand and transitioned into policy, climate, and sustainability in the UK.
Before her appointment as CPO, Hill led innovation in the strategic public interest law field and expanded ClientEarth from a startup to an international legal charity. She also established a major partnership with the International Climate Councils Network (ICCN) in 2023, with the organization name appointed as the host of the secretariat.
