In the year 2024, Germany witnessed a considerable increase in e-scooter accidents with personal injury. This year-over-year increase, the second-largest since the introduction of e-scooters in the country, saw a 26.7% jump in such accidents, reaching 11,944 incidents, according to data from the Federal Statistical Office's report for the year.

Young people, particularly those under 25, appear to be disproportionately affected by these accidents. The total number of fatalities in these accidents was 27, up from 22 in the previous year, while the number of serious injuries also increased substantially. E-scooters accounted for 4.1% of traffic accidents with personal injury in 2024.

Reports from Berlin indicate that many e-scooter incidents are due to risky riding behaviors, such as loss of control due to inattention, single-handed riding, and riding during peak times in afternoons and evenings, including weekends.

One of the key challenges facing e-scooter safety is regulatory inconsistency. Unlike bicycles or e-bikes, e-scooters face unclear rules regarding where they can be ridden (roads, bike lanes, sidewalks) and lack uniform age limits across cities and countries. This legal ambiguity may contribute to unsafe conditions.

The rapid growth of e-scooter usage has outpaced the establishment of effective safety measures and public education. Between 2021 and 2023, Germany saw a roughly 72% increase in e-scooter injuries, with fatalities quadrupling, indicating that the micro-mobility boom has occurred faster than the implementation of adequate safety precautions.
