Heathrow proposes a £49 billion expansion project, featuring the construction of a third runway
Heathrow Airport, currently Europe's busiest by passenger numbers, has submitted a proposal for a 3,500 metre runway to the UK government. The proposed expansion, estimated to cost £21 billion, aims to significantly boost the airport's capacity and improve domestic connections.
If approved, the expansion would nearly double Heathrow's capacity to accommodate up to 150 million passengers annually. This ambitious project involves a total investment of approximately £48-49 billion, with £12 billion earmarked for a new terminal (T5X and satellite), £15 billion for modernizing existing terminals (T2 and the closure of T3), and the remaining £21 billion for the new runway and airfield infrastructure.
The timeline for the project is uncertain, with Heathrow claiming delivery within a decade, while some, like Ryanair, predict the runway won't be operational until 2040 at the earliest. The project's financing is primarily through private equity funds, including Ardian, Qatari, and Saudi sovereign wealth funds. The costs are likely to be passed on to passengers via higher charges imposed through the Civil Aviation Authority price cap.
The expansion plan has faced opposition from various quarters. Airlines, such as British Airways, have expressed concerns about slot losses and the immediate cost burden. Ryanair, on the other hand, has shown little interest in flying from Heathrow. London mayor Sadiq Khan also remains opposed to the project.
Interestingly, Arora Group, one of Heathrow's largest landowners, has announced plans to submit a rival bid to build a shorter third runway, promising lower costs and less disruption.
Meanwhile, the government is expected to back expansion at Gatwick airport in October. The expansion at Heathrow, if approved, would provide at least 30 new daily routes and improve flight times, making it a significant step towards reviving the UK's economy as outlined by Prime Minister Keir Starmer.
However, the project's complex stakeholder tensions and uncertain timelines, coupled with environmental concerns raised by Douglas Parr, policy director for Greenpeace UK, who stated that local residents' lives will be disrupted for more years due to the expansion, suggest a challenging road ahead for Heathrow's third runway proposal.
