Finance Minister to Unveil Budget 2025 Prior to the Summer Recess

Germany's Federal Finance Minister Lars Klingbeil aims to accelerate the delayed drafting of the 2025 federal budget, aiming for cabinet approval before the summer break. Speaking after the handover ceremony of his predecessor Jörg Kukies in Berlin, Klingbeil expressed his ambition publicly.

This ambitious timeline aligns with Federal Chancellor Friedrich Merz's agreement. Currently, Germany operates under a provisional budget, as no budget was passed for 2025 due to the collapse of the traffic light government last year.

In a display of optimism, Klingbeil believes that the European debt rules won't hinder substantial expenditure growth for investments and defense. He pointed towards the establishment of a special fund of 500 billion euros, initially decided by the former Bundestag and financed from fresh debts, and the defense budget's exemption from the debt brake.

"We'll discover paths, and I'm certain we'll find these paths," Klingbeil declared, scheduling a series of phone calls with European colleagues and a visit to Paris for the first talks.

Although details on the 2025 budget remain scarce, the background offers some intriguing context. For instance, the 2025 budget draft approved by the government includes a 2% reduction compared to the 2024 budget, with hefty cuts in ODA (Official Development Assistance) funding.

There's also a €500 billion infrastructure and climate package in the pipeline, aimed at supporting projects related to climate neutrality and infrastructure development. Science and research initiatives might potentially benefit from this funding, as per the previous Minister Klingbeil's comments about utilizing these funds for such purposes.

Germany has shown a willingness to potentially surpass EU budget limits under specific circumstances. However, the specifics of the 2025 budget's implementation remain undisclosed.
