Expanded Pension Payments Commencing in October
In October 2025, several significant changes are set to take place in state pension payments for residents in Russia. These changes will affect military pensioners, former law enforcement personnel, and certain groups of civilian pensioners.
For civilian pensioners aged 80 and above, as well as 80-year-olds with a first-degree disability, a doubled fixed payment of 17,815 rubles is scheduled for October 2025. This increase is due to their age or disability status. Notably, if a civilian pensioner aged 80 or above has a first-degree disability, they will receive the doubled payment on one of the two bases - age or disability.
Military pensioners and former law enforcement personnel will also see a change, with a 7.6% increase in their pensions due to a rise in their rank and pay grades. This increase will be automatic and will not require an application.
Pensioners who are caring for underage relatives can apply for an additional payment. The size of this supplement varies based on the number of dependents: for one dependent, it's 1/3 of the fixed payment, for two, it's 2/3, and for three or more, it's the full fixed payment.
In the Khabarovsk Krai region, pensioners who receive usual pension amounts below certain thresholds will receive additional payments in October 2025. However, groups such as military pensioners and those already receiving regional supplements are excluded from this benefit. The "Khabarovsk Krai Today" news agency reported these changes.
It's important to note that pensioners in the Khabarovsk region may face garnishment of their pensions for unpaid debts. This fact is not directly related to the pension increases mentioned earlier but is a new development affecting pensioners' income.
For pensioners who have recently retired, their pension will be recalculated, taking into account all previous indexations from 2016 to 2024. This recalculation will occur automatically, starting from the month following their retirement date.
To receive the supplement for pensioners caring for underage relatives, an application must be submitted to the Russian Social Fund. The doubled payment for eligible civilian pensioners will be distributed within five days of October 2025.
These changes in state payments will occur in October 2025, bringing about much-needed relief and support for many pensioners in Russia.
