Odisha Emerges as Eastern India's Textile Hub

Odisha, a vibrant eastern state in India, is experiencing significant growth in its textile industry. The state is positioning itself as the textile hub of Eastern India, with a goal to become the Textile Capital of India by 2030.

In July 2025, the Odisha TEX 2025 summit, the region's largest textile and apparel summit, was held in Bhubaneswar. The event attracted investment proposals worth Rs 7,808 crore (approximately $902 million), and is expected to create over 53,300 jobs immediately. The broader vision is to generate more than one lakh (100,000) jobs by 2030 across new textile clusters in various districts such as Balangir, Keonjhar, Sambalpur, Jagatsinghpur, Ganjam, and Cuttack.

The state government has launched progressive textile policies, such as the Odisha Apparel & Technical Textiles Policy 2022, which offer attractive incentives and increased employment cost subsidies to both male and female workers. Odisha's world-class infrastructure and skilled workforce, combined with a dedicated Task Force to facilitate fast-track project implementation, provide full institutional support for investors.

The summit attracted participation from over 160 companies, including major players like Page Industries, KPR Mills, Sportking, and Hindalco Industries, signaling strong industry interest and confidence. The government has also planned and is developing multiple textile clusters around the state to decentralize and boost manufacturing capacity, ensuring widespread industrial growth beyond the capital region.

MoUs were signed at the summit, unlocking proposed investments worth Rs 7,808 crore and commitments for over 53,300 jobs. The agreements included those for skill development, particularly in areas like garment automation and wearable technologies. Odisha's Textile, Handloom, and Handicrafts Minister, Pradeep Bala Samant, emphasized a dual strategy: attracting modern textile investments and preserving traditional weaving traditions.

Odisha TEX will now be held annually to showcase both the state's traditional handloom heritage and its modern textile manufacturing. The minister's goal is inclusive growth, aiming to empower traditional weavers and enable new-age apparel exports. The summit was attended by global brands, industry giants, startups, and policymakers, further solidifying Odisha's position as a key player in the Indian textile industry.
