Criticizes Distribution Plan for Special Assets: Objection from Halles Vogt
In a recent development, Mayor Dr. Alexander Vogt of Halle (Saale) has expressed concerns over the distribution of funds from the Länder- und Kommunal-Infrastrukturfinanzierungsgesetz (LuKIFG) for public infrastructure and economic growth. The city of Halle (Saale) has an investment need in the infrastructure sector of approximately 1 billion euros, which, according to Vogt, is not adequately addressed by the current funding distribution.
The state of Saxony-Anhalt receives 2.61 billion euros from the federal special fund (LuKIFG), with 60% intended for the municipalities. Of this allocation, 1.568 billion euros will be distributed evenly among the municipalities, with independent cities receiving 310 million euros and Halle (Saale) as an upper center receiving around 115.6 million euros. However, Vogt believes that the share of Halle (Saale) in the budget is too little.
The average distribution of funds per capita throughout the state is 734 Euro, but in Halle (Saale), the average distribution is 511 Euro (or 477 Euro according to the municipal registration office). In comparison, the district-free municipalities average 792 Euro, and cities like Dessau have an average distribution of 868 Euro.
Mayor Vogt has compared the financial distribution method to a watering can, suggesting that the current system does not adequately address the needs of larger cities like Halle (Saale). He emphasizes that the city bears much more than just the infrastructure and public service burdens of its population, taking on tasks and functions for the surrounding area and the country.
Vogt believes that for the east to be successful, it needs beacons, specifically the agglomerations of central cities like Halle (Saale). He urges the federal and state governments to particularly consider the major centers when reconsidering the distribution of funds from the LuKIFG.
Halle (Saale) needs funds for districts like Neustadt or Ammendorf to implement basic infrastructure improvements. The city has high hopes for the Landesarm, a fund that the state has in addition to the regular budget. The state government published the distribution of funds for public infrastructure and economic growth on September 16, 2025.
Mayor Dr. Vogt praises the streamlined allocation of funds but criticizes the underfunding of Halle (Saale). Despite this, he remains hopeful that the situation will be addressed in the future, ensuring the continued growth and development of the city and the region.
