Construction of the Jubga-Sochi Toll Road Carries a Price Tag of Around 1.4 Trillion Rubles
Sochi-Jubga Highway Cost and Construction Schedule Revealed
The cost of constructing the Sochi-Jubga highway will be unveiled by 2030, as the technical and economic justification is being prepared in stages, according to Vyacheslav Petushenko, chairman of "Avtodor." This announcement was made at the Forum of Road Initiatives.
The planned toll highway, a 170-kilometer length alternating the existing and heavily congested A-147 highway, will be carried out in nine stages. At present, the Adler bypass, costing 73.5 billion rubles, is under construction. The highway's total length is estimated at 140 kilometers, including 71 kilometers of tunnels, 17 interchanges, and 17.5 kilometers of bridges.
Petushenko added that by 2030, the company aims to complete the 'layered' technical and economic justification, followed by territory planning. After the Adler bypass, they will collaborate with the Ministry of Transport and the Russian Federation Government to select the next project phase.
The importance of the project is emphasized by "Avtodor," given the company's interest in the development of the southern cluster. The traffic intensity on the M-4 "Don" highway confirms this potential, with its intensity significantly exceeding that of the M-11 to St. Petersburg and M-12 to Kazan, reaching peak values of 100,000 vehicles per day.
The total cost of the road project, accounting for complex geology, was estimated by Russian Deputy Prime Minister Marat Khusnullin at 1.4 trillion rubles in late 2021. Petushenko acknowledged the highway's desirability and importance while recognizing budgetary limitations.
Additional electric trains connecting mountain and Black Sea resorts in Sochi are expected to operate starting June 1, as reported earlier.
Infrastructure development, environmental assessments, and potential public-private partnerships might form part of future plans for the project. Governments often play a crucial role in highway projects by providing funding, overseeing environmental assessments, and ensuring compliance with regulations. Construction is typically divided into stages, with each stage focusing on a specific segment of the highway. The total cost is often substantial, requiring significant funding from government sources. The Sochi-Jubga highway project, which involves the construction of a toll road, fallsunder the extensive infrastructure development in industry. This project is expected to revolutionize the transportation sector, given its aim to decrease the traffic congestion along A-147 highway.
The collaboration between "Avtodor", the Ministry of Transport, and the Russian Federation Government, which entails the selection of project phases and the pursuit of public-private partnerships, is indicative of the integrations of finance in this ambitious transportation undertaking.
