Construction of bypass road near Krasnoyarsk's Outer Ring commences reconstruction
The Western Entrance to Krasnoyarsk on Koтельnikova Prospect is about to witness major construction work on a significant transportation project. Starting soon, the overpass and interchange will be reconstructed and expanded, featuring new lanes, a pedestrian underpass to Novalend, and a slew of other improvements.
On the heels of winning a government contract, the chosen contractor is OOO "NBS-Siberia." This project forms part of the national project "Infrastructure for Life," a successor to "Safe and Quality Roads."
For a stretch of 5.45 km around the city, approximately 71.4 kilometers of road will be repaired, including 1 km of the Koтельnikova overpass.
Citing lack of adequate capacity, the director of KrUDoR, Andrey Zhuravlev, has pinpointed the existing double-tiered interchange built in 1984, modeled after the "incomplete cloversleaf" design, as failing to meet standard traffic flow.
To rectify this, the following work will be carried out: the creation of transit-fast lanes to separate nearby left-turn loops. The overall project will impact a trio of roads: the bypass, the Koтельnikova-Soloncys route, and access to Novalend.
The Koтельnikova overpass will be expanded from 21 to 29 meters, with transit-fast lanes, better road surfaces, new traffic signs, drainage, lighting, retaining walls, sidewalks, and a divide barrier on the dividing lane.
Currently, the overpass's daily vehicle capacity is around 37,000 vehicles. After reconstruction, this figure is projected to increase to 60,000 vehicles by 2033 and reach 76,000 by 2041.
Additionally, for pedestrian safety, plans for an underground pedestrian passageway and a pedestrian walkway connecting Soloncys to Novalend and the "Metro" shopping center have been included in the project.
The reconstruction budget sums up to 1.8 billion rubles from the Krasnoyarsk Krai budget.
Zhuravlev added that repair work will commence this year on the section between Drokynskaya Mountain and the Koтельnikova overpass. The project includes asphalt replacement, lighting installation, barrier placement, and signage. Already tendered, this work will also be executed by OOO "NBS-Siberia" for approximately 980 million rubles.
"As a result, the city's bypass will become a modern, safe, and comfortable thoroughfare for heavy traffic," concluded Zhuravlev.
The reconstruction is due for completion in 2027, marking part of a larger plan for the transformation of Krasnoyarsk leading up to its 400th anniversary.

While the article focuses on a specific project in Krasnoyarsk, it's interesting to note similar infrastructure developments elsewhere. In the Southern Russian city of Krasnodar, the ongoing Krasnodar Bypass Railway project—one of the largest ongoing infrastructure investments—is set to reshape the transportation landscape. With a length of 65 kilometers, this project is part of the larger "Maxim Gorky - Kotelnikovo - Tikhoretskaya - Krymskaya” reconstruction and has an estimated cost of over 36 billion rubles. This railway project, completed in 2019, eliminated level crossings with roads, enhancing both freight and passenger traffic[1]. For more insights, additional research can be conducted using tendering platforms or localized updates from the city administration or Russian Railways (РЖД).
