In a significant development, multiple states are moving towards banning sweepstakes casinos, following the lead of Montana and Connecticut. The momentum is growing, with states such as Idaho, Washington, Louisiana, Nevada, New York, New Jersey, and Maine either enacting or considering legislation against these casinos.

In Connecticut, the ban was enacted in June 2025 with the passing of SB 1235. Montana was the first to take action, enacting SB 555 in May 2025. Idaho and Washington already have existing laws banning sweepstakes casinos.

Louisiana and Nevada have passed bills banning sweepstakes casinos, pending the final approval of their governors. Louisiana's Bill SB 181 is awaiting concurrence for Governor Jeff Landry's signature, while Nevada's Senate Bill 256 has passed both chambers and awaits Governor Joe Lombardo's approval.

New York is actively moving towards a ban with Bill SB 5935 having passed the Senate and currently moving through committee stages. Some operators have voluntarily exited the state in anticipation. New Jersey and Maine have introduced anti-sweepstakes bills, but their current status is less clear.

Meanwhile, in New York, the Attorney General sent cease-and-desist letters to 26 illegal operators last week. If approved, the NY bill would carry a fine of $10,000-100,000 for perpetrators.
