Congress Urged to Act on Growing Organized Retail Crime Threat
The retail industry, workers, and families are sounding the alarm on organized retail crime (ORC), urging Congress to take swift action. This growing national threat endangers public safety, economic security, and consumers energy. Cargo theft by organized criminal groups poses a direct threat to supply chains and commerce.
The Combating Organized Retail Crime Act of 2025 (S.1404/H.R.2853) has been introduced to tackle this issue. The bipartisan act, backed by 77 members of Congress, aims to establish a federal coordination center to enhance data-sharing and expand criminal penalties for ORC. This comes as 38 state attorneys general have called for federal intervention, citing sustained losses, rising violence, and increased security measures for retailers.
ORC involves coordinated criminal networks orchestrating theft across state lines and international borders, often tied to broader criminal activity. Gift card frauds and phone scams have become lucrative opportunities for these groups, impacting consumers nationwide. The National Retail Federation is advocating for federal leadership in this fight.
