Hotel Properties Ltd. Plans Major Orchard Road Redevelopment

Hotel Properties Ltd. (HPL) is set to undertake a significant property redevelopment project on Singapore's iconic shopping strip, Orchard Road. The ambitious plan, unveiled two years ago, includes the construction of multiple towers, a performance theater, and a mix of hotel, retail, office, and residential components.

HPL won provisional permission for the redevelopment of three adjoining prime properties, including its company headquarters, HPL House, in August 2023. However, as of mid-2025, the specific potential partners for this project have not been identified in available information.

The government aims to transform Orchard Road into a pedestrian-friendly and green urban destination, aligning with HPL's vision for its redevelopment. The entire project, estimated to cost up to S$2 billion, will have a built-up space of 114,153 square meters when completed.

The redeveloped properties will span a combined land area of 14,027 square meters and will include a 64-story skyscraper, a 43-story tower, a separate 29-story block, a rooftop garden, and a performance theater.

Meanwhile, Ong Beng Seng, the former managing director of HPL, stepped down in April. Despite his departure, Ong, along with his wife Christina, remains among the biggest shareholders of the company. Ong, who also owns the Formula One Singapore Grand Prix franchise and resorts in the Maldives, is set to plead guilty next week to charges of abetting former Transport Minister S. Iswaran over flights and a hotel stay in Doha.

Other notable redevelopment projects in the area include Tycoon Asok Kumar Hiranandani's Royal Group's transformation of the former Ming Arcade shopping center into a boutique hotel, and Pacific Eagle Real Estate's redevelopment of the Tanglin Shopping Centre, led by Indonesian billionaire Sukanto Tanoto.

HPL's portfolio of assets spans across 15 countries, reflecting its global reach and ambition. Despite the lack of clear information about potential partners for the Orchard Road redevelopment, it is evident that HPL is seeking to divest or bring in partners to execute this major project.
