Audit Court Demands Quality Standards for Media Advertisement Campaigns

In a recent report by the "Quality Journalism Promotion" Audit Court, concerns about the role of state advertising in influencing private broadcasters and its impact on media pluralism have been raised.

According to the report, state advertising spending in Austria continues to have a strong influence on media outlets, potentially compromising media independence and pluralism. This is especially relevant for private broadcasters, who may rely on such government advertising revenue, which could potentially affect editorial independence.

The report calls for safeguards to ensure transparent, fair, and independent promotion of quality journalism. This includes establishing clearer criteria and accountability mechanisms around state support for media, ensuring that subsidies or advertising are not used to favor particular outlets, including private broadcasters, based on political or commercial considerations.

Private broadcasters, such as those represented by the Association of Private Broadcasters (VOEP), play a significant role in the Austrian media landscape. They create over 2,000 high-quality jobs and produce around 2,000 hours of programming every day, including news, magazines, reports, sports, and entertainment programs.

The VOEP has expressed the importance of promoting private broadcasting in Austria. Its President, Mario Frühauf, emphasized the importance of the private broadcasting fund for maintaining diversity in the broadcasting market. Vice-President Alexander Winheim called for a real increase in promotion funds for private broadcasters to prevent quality losses or even market exits.

The report also suggests that private broadcasters should be subject to stringent regulatory oversight to maintain the diversity and integrity of content promoted. The aim is to support a diverse media landscape with multiple voices rather than concentration of influence in a few hands.

The Austrian Audit Court emphasizes the importance of continuous auditing and evaluation of the effectiveness and fairness of media promotion policies, to avoid misuse of public funds and promote genuine plurality and quality journalism as a public good.

In summary, the main concerns circle around the risk of state advertising unduly influencing private broadcasters, potentially impeding media pluralism and editorial independence.
