State Allows Increase for Child Benefits in Kazakhstan

In the first quarter of 2025, nearly 300,000 individuals have benefited from state child benefits in Kazakhstan, amounting to a total of 299.8 billion tenge. Specifically, 117,000 people received a birth allowance, worth 21.1 billion tenge, with 30,500 recipients in April alone. These benefits are extended to citizens, stateless persons, and foreigners who have given birth to, adopted, or taken under guardianship children.

Under the auspices of the childcare allowance, 123,300 people, including 124,100 in April, received financial support for the care of their children up to 1.5 years of age, totaling 14.4 billion tenge. The amounts of these state allowances are determined by the Monthly Calculated Indicator (MCI), approved by the republican budget's law. In 2025, the rates have seen an increase of 6.5%.

The current birth allowance rates are:- For the first, second, or third child: 38 MCI or 149,416 tenge- For the fourth and subsequent children: 63 MCI or 247,716 tenge

In addition to the childcare allowance, a monthly social payout for caring for a child under 1.5 years is provided. The amount is 40% of the average monthly income, from which social contributions were made to GSF in the past two years. This payout is granted for each child individually if more than one is born.

From April 2025, this payout has been given to 88.8 thousand people, totaling 147 billion tenge. The average monthly payout for the first four months was 91,953 tenge. Working citizens are also entitled to a one-time social payout for loss of income due to maternity and childbirth leave. The amount depends on the average monthly income and number of days of incapacity.

The minimum wage in Kazakhstan for 2025 is around 85,000 tenge, which may impact the calculation of state social benefits. The government is investing in expanding preschool education coverage, aiming to reach 95% in 2025 and 100% by 2028 through voucher financing and other reforms. Inflation in Kazakhstan, around 10.7%, may lead to adjustments in allowance rates to keep pace with cost of living increases.

To bolster the financial stability of families, the government of Kazakhstan has increased the rates for personal-finance allowances in 2025, with an increment of 6.5% for child benefits. This increase would particularly benefit parents receiving the birth allowance, as they now will receive 38 MCI or 149,416 tenge for their first, second, or third child, and 63 MCI or 247,716 tenge for their fourth and subsequent children.
